    I suppose it ultimately depends on what kinds of thing you like to do. But an axe works better as a makeshift shovel than a shovel does an axe, so I'm gonna say axes are better.

    Chopping wood for warmth with a shovel might ruin my shovel leaving me with no tools at all, so I say axe.

    Same goes for self defense. A shovel works but at the risk of ruining the shovel... So again, axe.
