It matters some in terms of incentive. If you can do absolutely everything by yourself, people will mostly do that. If you can't do absolutely anything by yourself, most people will simply say no and not play. The question then is how do you balance things such that most are reasonably happy and the numbers of happy people are reasonably large.
I, for one, would love it if everything scaled such that everything the game has to offer could be done by any set of players from one to 24, with appropriate rewards. I also know that creating, maintaining, and running such a game isn't possible at prices sufficient numbers of people would be willing to pay.
