Trait "Plant feet" cannot be earned when specced in "The Maelstrom"?

Just wondering if anyone else has this issue?

I have points available and it doesn't seem as though it requires allocation for previous skills.

I know the brawler is a special case with the fundament trait efficiency and all, but I've never come across this circumstance with any other classes.

If there's some balancing/bug restriction for why this cannot be slotted I'd understand, but I can't seem to find that information anywhere!

I just tried myself and no, it doesn't let me either. Not that I was exhaustive, but it didn't seem like any other combination of trait picks let me get it, even if I dumped 80+ points in the tree.
