If the deed is in your log, you can finish it on live servers, yes. At least in my experience.

Now, I don't remember if deeds like Ashes & Stars and The Battle of the Hornburg bestow when you start the respective chains, or only when you finish the final requirement, so any title you want, I would make sure that you have the deed in your log before transferring and are able to complete all objectives (though I don't recall any meta deeds with sub-deeds that are also LS-specific).
