Currently the tooltip or skill application itself for inner flame is currently bugged or broken.
The skill tooltip is supposed to apply 10% fire and lightning damage per second inducted for a total of 30%... but... when used, it will apply a maximum value of 18% with it fully traited, 16% with 2 points and 14% with only 1 point traited into it.
Just figured I'd pop this up there to see if its something that could be fixed in a reasonable timeline either by adjusting the tooltip or making sure it properly applies the 30%.
As a note, this problem only came up with the release of Before the Shadow, so its not an old bug or problem, but a very recent one.
Are you traited Keeper of Animals when looking at this? The first core trait is Kindred Flame, which buffs Inner Flame.
Its a little dumb that you get the core trait before you can actually get the Inner Flame trait, but that's neither here nor there.

In blue line, its 12% every 1 second (mind you 3 seconds of channeling is done), but caps at 24% with 3 points specced for inner flame.
Basically what it comes down to is.. Tooltips are off and skill application is improperly apply a lesser buff to skill damage.
I was referencing red line with being specced into blue for the above post.

The pet buff from inner flame is 30% when in blue tree while your buff caps at 24%, neither meet the skills description.
