Heart Of The Wood Part 4?
I really don't understand this:
I've done the 3 lower parts of this chain, now that I've mastered everything (except Artisan) I can't get the quest that gives me access to the superior workbench? It's really frustrating, either my account is bugged or there's something I'm missing.
My friends and various guides on the internet have told me you get the quest from an expert woodworker, so I tried one and all it does is trade me. I then tried to go to the woodworker guild, the original woman who gave me the other 3 quests and crafting masters; pretty much every NPC I can think of that would give me the next quest so I can carry on with my woodwork.
Can anybody shed some light on this matter?

You seemed to have missed part of your last quest (the one that opened the Artisan tier). Go back to that last NPC (not sure if it was Giles or Sara) or try Millicent at Thornleys. The original quest to open tier 4 was granted by a Novice Woodworker so if none of those work, see a Novice Woodworker.
An Errand for Millicent Greenlake is the quest you are looking for.

Completing Part III opens the next tier but does not give you access to the superior facility. The Novice crafter gives you the Part III quest to talk to an NPC who will give you the quest that allows you to use the superior facility. If you don't complete this quest, you cannot get the Part IV quest from the Expert crafter.

This is exactly what I mean though, NO NPC gives me ANY quests, I have absolutely no way to train my Artisan tier. I have fully completed all of the previous quests (they are all in my "finished quests" tab) and I have fully mastered all of the lower tiers, I'm just completely confused on what else I have to do, if anything.

If your artisan tier is not open then you need to do the Heart Of The Wood Part 3, which is granted by a NOVICE woodworker.
You must have the first anvil of the Expert tier completed.
If you have your artisan tier open but need superior workbench access then you probably did the first part of the quest and need to do the second part - An Errand for Millicent Greenlake
You should go back to Staddle and talk to Sara (on the platform) if you don't have the quest above in your quest log. If she doesn't offer it to you try going to Thornley's worksite north of Bree and see Millicent herself.
You will not get Part 4 (which is granted by an expert woodworker NPC) of the quest series until you have filled up the first anvil of the Artisan tier - part 4 opens the master tier.
If you have done all that check you character page (c), go to the skill tab (at the top) then on the bottom go to passive. Under Crafting Passive Skills you will find Superior Workbench Access. Make sure you are trying to use a Superior Workbench (available in Esteldin) not just a regular one.
