Cry Resist on a belt has always been one of the legacies subject to debate as to value. The consensus is that it is nice to have, but not worth putting points into unless you have extra points to spend. Even maxed, it can only get to -400 or so.
The -1200ish set bonus from the 4 pieces of Helengrod gear makes having Cry Resist meaningless. Swapping four pieces of gear before using Challenge would be a problem though.........
I'm one of those who would prefer not to get -Cry Resist, but should it spawn, I'm half a mind to make it a stat legacy, or leave it without any points invested. Any points invested into it are wasted, unless you have literally nothing else to spend on. Simply having it is half the value of maxing it and investing all those points.
Seeing as how rating numbers are of the same value, I equate a base -Cry Resist legacy to ~1%. So that's ~-1% to have a cry resisted. Maxing it would be ~-2%. Scale that up. That'd make the Helegrod bonus of -1360 equate to roughly ~-6.5%. Personally, I have no intention to go spending anything on the Hele set until I have some feedback from some other guards I play with. I'm not convinced of it's worth just yet. Cry Resist chance will affect all Cry skills. IIRC Litany is a Cry, same with FtE and others.

Helegrod set only effects Challenge so the cry resist on your belt is still better overall. A lot of your threat skills are Cry's. Litany of Defiance, Shield Taunt, Fray the Edge, Challenge, Challenge the Darkness, and Engage if I'm not mistaken is also a Cry skill.
Now is Cry Resist any good? I have no idea, we don't have any way of seeing what the Mobs cry resist rating is. Maxed out at 400 or so sounds kind of low to me to be of any real value but non the less the amount of Cry resists I've seen since the great rework of the Tactical and Cry resist ratings have me looking for it on all my belts.
Let's say a mob's base cry resist is 10%. If you have a legacy that lowers that by 2 percentage points (down to 8%), that means that 1 in 5 times when you would have been resisted, you don't get resisted now. If you have the Helegrod set bonus that lowers it by 6 percentage points (down to 4%), you're being resisted less than half as much as you were before. That's starting to sound pretty good.
Is it worth making other sacrifices? I guess that depends on how much importance you place on your Challenge landing versus other things like the non-common damage resist bonuses on some of the other sets.
The most important aspect of -cry resist is not challenge (which is all that the Helegrod bonus affects), but Engage. I always notice if my engage gets resisted.
-cry resist also affects Litany of Defiance, Litany Master procs and Shield-taunt as well, but a resist on those is generally unnoticeable.
Engage might be handy, but if you're depending a lot on that solo-target skill, odds are your better off with threat stance and a pillow.
And picking 10% is pretty peachy. So what happens if we say that mobs cry resist is 30%. Then the amount we walk it back just became a significantly smaller percentile. Numbers are a funny game, Digero.
