I would imagine that they've been somewhere that's NOT the Lone Lands. But that's just a hunch.

Yep! The quest pack is now free to all users! Plus, you don't have to use the LOTRO Store to get it -- just visit the Lone Lands and begin your questing! (Hence why it's not in the LOTRO Store. :) )
