Why put them in a folder called browser? I simply put them directly in a folder called plugins, works for me. But I could read your question wrong, apolagies :P

Suppose to put them in your documents and but also need to create a folder called plugins, read the faq on the link how to.
P.S
What ever plugins you use make sure you read the file for instructions,or read the info from the plugins webpage where you download it.

Probably because LotRO does not know to look for them on an external drive. They are suppose to be on your windows installed drive under your documents folder. That is where the program looks. If you know how you can probably put some kind of redirect in your documents folder so that it looks to your external drive for the plugins info. I do not know ho to do this, but I know it can be done.

In other words, what the others are saying is that your plugins are supposed to be on your main hard drive, more than likely your C: in the following folder:
MyDocuments/Lord of the Rings Online/ Plugins
The first two folders should already exist. If you're running Vista/ Win7 then it will be "Documents" not "MyDocuments". You'll need to create the Plugins folder in that folder.
If you put them anywhere else, they won't work.
Also, be aware there are some problems right now with a few of the plugins causing crashes to desktop because of changes to the LUA scripting. Buffbars in particular, but others that access your inventory might as well.
