Sure Strike Incoming Damage Buff

Im not sure if it was discussed before, but I didnt see a thread lately about it. Most Cappies are aware of PvP set bonus that makes SS add +10% incoming damage debuff to a target for 10 sec. This was huge since the time it came out and still huge in my opinion, but new essence gear outclasses PvP gear by a mile. So what are your guys opinions about it, the debuff or essence gear? Im inclined towards the debuff, no gear can compensate extra telling mark on the target, especially in group environment. Please let me know if I missed something just came back recently.
