Am I seeing the audacity changes correctly?

Am i to understand that increasing audacity only increases outgoing damage and cc reduction now? Also should the cost of aud ranks on creepside not have been reduced (i think r13+ all cost 6k comms which is an incredibly high cost)

You are correct - all higher ranks get you is less incoming CC duration and 1% damage (applied at the same time as mastery, so not really 1% net) per rank.

Audacity Ranks for Creeps:
2-13: something like 100-375 comms per rank
14-19: 6000 comms per rank
20-25: 7500 comms per rank

Audacity Ranks for Freeps:
Gloves and Boots: 4000 per
Shoulders and Legs: 6000 per
Head and Chest: 7500 per

Somehow I still have 6 creeps at 19+ audacity.

For a class like rk just at 100, I've actually used all 3 class set bonuses and I got the other 2 for choice of gear so actually spending on gear for my rk are looking like 35,000 * 4 = 140,000 (the 3 old sets and the new audacity set). I'll actually get a whole second set of audacity armour so I can have one set of armour for defense/healing build and another for damage, I'll need one for 1v1s by the end of the year too. That's ~210,000 comms spent just for level 100 aud gear on one character. Now consider I also spent comms for full sets of 95 gear, 85 gear, etc.

You mean it is additive to the mastery % bonus?
