Normally if you play one of the starter regions completely you will outlevel the quests in the other starter regions (The Shire, Ered Luin & Bree-land). You can to follow the flow of quests (from one quest hub to another) following the game (you can to check in lotro wiki for any missing quest), but this way you for sure will outlevel the quests in the other starter areas (not a real problem, you can to play a level 1 quest with a level 100 character, but some people like the challenge about to play quests on-level, or under-level). Using the XP disabler from the in-game store (100 Turbine Points) is an option if you want to play quests on-level.
Then, if you play all quests in Bree-land your final level is good for the Lone Lands and a lot of quests in The Shire or Ered Luin will transform in grey quests (trivial ones because you are outleveled for this quests). Anyways you can to play this areas at any time, and of course are still useful for the deeds and turbine points grind.
