When can you start placing trait points in the other lines?

I've been trying to find the info so I must not be phrasing the search question correctly. At what point (be it a quest, a certain level, number of trait points in a line etc.) can you start placing trait points in the other lines outside of the main one you picked or are currently using? Right now I am a level 68 red line burglar with 36 trait points (ya I am behind on class deeds lol) with 35 in the red line and at this point, i am unable to put points in either the blue or yellow lines. All of the trait trees i've been able look at seem to show 35 in red before they start selecting either blue or yellow. Most if not all appear to be capped both in trait points and char levels.

You can start using trait points on other lines as soon as lvl 9 because that's when you get your second trait point as traiting outside of your main tree cost 2 points instead of 1. It's more about spending points on useful traits first rather than spending all the points in one tree then moving onto the next one.

Ah it costs 2 points, probably explains why I couldn't as i probably never tried selecting any of the yellow or blues with 2 points available.
