i am not sure i have seen a sell on mith coins and i have been in the game for 10 years

Part of the reason mithril coin hasn't been on sale recently is because the normal mithril coin sale (i.e. not the extra Summer Sales in July, just regular weekly sale) is tied with quest packs going on sale, but since March/April, quest packs were not on sale at all because they were all free, so there's been no reason to have them discounted. I'm sorely disappointed mithril coin wasn't part of the Summer Sales, but with the lotrofreequests code expiring in a few days, it's possible they will go back on sale sometime in September. *fingers crossed*
