What does the vulnerable effect mean?

What the heck is the vulnerable chance? I cannot find a description anywhere.

Also, does a trait guide exist yet like for the other classes on LOTROHQ?

I'm trying to make a build for landscape brawler, but I'm lost.


Edit: I meant to say "chance", not "effect" sorry!

Vulnerable is a debuff that increases the enemies incoming damage by 1%. There are no skill interactions with this debuff.

I am waiting for the Trait planners also, but i do not expect them for the Brawler until at least the next update.
