This situation was created by first, Turbine closing servers and second by announcing how transfers would proceed and then radically changing it. Having characters on multiple servers, in multiple kins etc. created enough of a planning challenge without the process being changed as it has been.
Sorry, but the "stay where you are for now" advice isn't very appealing either. As things have evolved we can't count on how the final situation will end up working. And the situation for the first lower population servers has been that what was already a less active environment quickly became a ghost town. One might just as well suggest that we quit playing entirely and come back in Jan. 2016.
