Wilksie, I have a guess. Probably a long shot, but its all I got so far. so here goes:)
I thought along the lines of it possibly being a Lotro NPC
So how about the shade in the haunted alley?
Always in debt: he talks about his debt being oaths and promises unfulfilled.
Circular Key: He's looking for a ring that will release him from the evil power holding him there.
Muddled up sole: .....err... hmmm. I would think it would fit if it was a muddled up soul, but you said the spellings you used were correct. I dont think he had anything to do with fish or feet lol. So i dont know hehe

The reasons you have given are also correct.
The other clues were:
'There was once a man from Bree,' - instead of 'There once was...' was there to suggest he is no longer a man - i.e. he is now The Dead.
'A muddled up 'sole hadst' he,' - Muddled up refers to the next part being an anagram. Unscramble 'sole hadst' and you get 'Lost Shade'.

Hey elvyen, how's it going? Long time since I logged on here, although I still do have my account. Anyway, I came up with a quick riddle... somber though it may be. Guess I'm in that kinda mood:
