When you take your seat on the IETF, you can address those issues. In the mean time, as mjk47 noted above, the amazing thing is not that there are outages affecting parts of the internet, but that the internet works at all. Of course, part of that is because the internet was originally designed to survive as a command and control system in case of nuclear attack, with large chunks of it getting knocked out, but "surviving" doesn't mean that every link and every route would still be operational.
