I have been struggling to get Skoi to open for me as well. Also, what is the exact map location for the ToT?

It's the Gondorian Artifact. That's what was missing. Once I clicked on it and did the quest, then everything else opened. Needs to be a "landscape" that comes up automatically upon entering ToT. Way too much consternation over this for way too many people.
