I have heard of the story between Feanor and Galadriel (Galadriel thought he was a *******); but I don't know where it is. The story of Gimli asking for a strand of hair is in The Fellowship of the Ring. The connection and significance is one of those awesome nuggets that you wouldn't catch unless you knew the story of Feanor before hand.
yes its in unfinished tales. the original character of galadriel was supposed to be as fiery as feanor and really take a more active role in the rebellion of the noldor. Feanor was inspired by her to craft the silmarils and wanted her as his wife but she saw the darkness in him and rebuffed him 3x
she was the last of the noldor who truly brought the ban down on herself and the symbolism of her giving gimli 3 locks of her hair was to show how she had attained redemption. in resistign the ring and aiding the war against sauron the ban was lifted and she was able to travel into the west with frodo, gandalf elrond etc
i highly recomend unfisnished tales as it really shows soem of the professors original thoughts and stories and you can see how they changed into what we see in the silmarillion, lotr etc

He used it when he found it in Gollum's cave, then again to sneak out of Beorn's house and wander around, again with the spiders in Mirkwood, again with the Elves of Mirkwood (if you don't count that as the same as when he had it with the spiders) until the end of the barrel ride, again with sneaking up on Smaug, again when sneaking away from the Dwarves to give over the Arkenstone, and again during the battle of 5 Armies. He took it off and put it back on during these times, are you looking for a much higher number?
