With about twice the Health of the player, and one hit that takes almost half Your Health. That's pretty overleveled for something labeled as "solo" in my book.

Are you sure the fire-drake wasn't lvl 500? ;p
But in all seriousnes, I havent had any problems with that quest on any of my characters, captain included. I find using yellow mark with a 100k+ morale pool quite helpful :D Maybe give that a try?
Also, make sure to upgrade your weapon with as many star-lit crystals as you can. The weapon damage goes up a lot in the last couple tiers. DPS basically tripled after maxing that out.
Sounds like the Scourge Drake Spawn would fit the bill. Could usually find a few multiple Scourge spawns when I last did them. Might have to wait another day to interact with the NPC if the Drake is too close. Failing that ask anyone in the locale to engage and run it off...

There are probably 3-4 such drakes in pretty close proximity. Which by itself rules out kiting, since that means you likely end up having to fight all four + the Gondorian, which is definately insta-death.
I'd have opened the social panel and see if anyone was in the area then send them a tell. Could be they can advance a quest in the area whilst there.
Alternatively SSG could stop spawning extra Scourge mobs, if it hasn't been addressed.

I'd say that the chance of a mob spawning/approaching as you interact with NPC is sort of a given in LOTRO. In Mordor alone there's this orc by Durthang stairs or that fire grim/drake near the dwarf by Barad Dur. And since we're not even safe in rez cycle, I believe it's always been intentional(if annoying).
As for asking for help - I regularly get and answer such calls. Of all the MMOs, this one has prolly the most mature community but depending on server/time and ppl online, it may take time to get assistance ofc.

Does the fire drake have a unique name (like Rotwing)? If yes, then that is one of the scourge bosses. If no, that is a normal mob. Normal mobs in that area are around level 108-109, the only mobs with a higher level will be in the level 115 dailies area and the scourge bosses.
If it is a normal mob, try pulling and killing it away from the NPC - try pulling it while still being far enough away from the NPC so it doesn't activate. Kill mob, then continue to NPC to activate it to do the quest.
If the mob is a scourge, then you will not be able to kill that solo. It may spawn near the NPC, but they also are not static, learn it's pathing and see if it moves far enough away so you can activate the NPC and drag it out of the mob's pathing. Watch chat channels for scourge raids, they frequently pop up, either join the raid or wait for them to kill the boss, then finish your quest.
As a last resort, try zoning out and going back, forcing a layer change. Map out to a low level zone, like Bree, then make your way back. This will sometimes put you on a different layer to where the mob may not be in your way.
Possibly a lack of light. It's in Dol Amarth, where you won't have a lot even if you've been paying attention and equipping quest rewards. I wonder if he's wearing something like a mathom set, which will put him at about -20 and taking far more damage than he should.
Pelargir solo under-leveled
If the Epic Battle system scales you up to level 100, it should be usable at low levels by any class at any rank, yet I have been unable to complete Pelargir solo on any character under 100.
Yesterday I attempted it unsuccessfully on my 70 RK. The first phase at the wench was fine. There were just enough mobs and NPCs to make sure I paid attention to the health of the wench and also help out with the enemies. Then I rode down to the next phase at the walled-off dock area with citizens and supplies to defend. It started off well enough for the first couple waves, but I knew it was going to quickly become trouble, since my Rank 1 Engineer was not able to dismantle, move, or upgrade any of the barricades to help with defense. After a couple minutes of killing corsairs and healing citizens and supplies, the pillager side quest started. I was able to get them all down quickly enough, but while I was doing so the walled camp was overrun with corsairs. THEN, while I was about halfway done with pillagers, the half-troll boss quest started! So I had to kill fleeing pillagers, kill an elite-master boss before time ran out, AND defend against wave after wave of corsairs attacking the camp. Completely impossible, on any class. I died within seconds, and the camp was flooded.
If solo EBs are supposed to be doable on any class at any level, they need to be revamped, top to bottom. If Pelargir and the other Gondor battles are meant for higher levels and the difficulty I've encountered is intended, then they should be disabled for lower level characters. But I've run into similar problems doing Rohan's Deeping-wall battle on other low level characters too.
No idea why they opened battles like that to lower levels. They have their spot in epic and should open accordingly.
Ok, if you partner with a high level/high rank player who can pretty much carry you through BBs so you earn the points and rank up your engineer/officer status, then I suppose you can do BBs at any level. But even so, many side quests, especially Pel/MT, require strong player DPS. And scaled up under-level aint gonna have it.
For the record, running BBs at 115 is a faceroll. Mobs can't scratch you while you rip them up.
I agree they need to revamp them for lower levels. Pelargir is a particular headache if you're solo and underlevel. I have found a way to get through it solo and underlevel but it can still be tricky. The first level with the winch usually is fine. The main thing to do in the second level with the docks and citizens is to destroy grappling hooks. Heal the Gondor captain every time it's up and destroy hooks the rest of the time. That keeps you from getting too many adds and you can still get the side quests in most cases. The Gondorians and twins will fight the adds usually with no problem. In the third area build one catapult and immediately use it 3-4 times. Then go back to destroying grappling hooks and healing the captain and fighting in between. You usually won't get overwhelmed and can finish for the epic. That being said, they really do need to work on the BBs for lower level characters. Not only is it extremely hard with no ranks, but the damage scaling is off when you are lower level.
There is a problem with this quest chain, which I'll report elsewhere, but the problem is not the reported difficulty level of defending Nos Grimsong. I also failed this quest on my first attempt. On my second attempt, I thought that I should use the "Prelude to Hope" skill to heal Nos Grimsong. However, instead, I accidentally stumbled upon the correct way to defend Nos Grimsong.
Fatty's recommendation is incorrect. The quest is do-able as the Journal level and icon specify.

The person that made this quest was obviously on hard drugs at the time, there's simply NO WAY this is completeable on-level on your own. First you have a long winding fight through overleved mobs to get to the actual instance. When the instance start, you first get set upon by two Worms (I think, at least that's what they looked like). When you finish that With maybe 10% of Your Health left, you get set upon by THREE fire-drakes, and even if you combined pots+self heals are enough to get you to full Health in time (which it most likely isn't) there is simply no way to survive the constant flames from THREE drakes - remember this is a FORCED SOLO instance!. Then, when you die you respawn WAY outside the area, meaning a LONG slog back to the instance…. UTTER STUPIDITY!!!

So pretty quickly insta-death. No idea about the boss since it's simply impossible to reach. UTTER STUPIDITY!!!

I've soloed this on both Captain (Red line) and Guardian (Red line). My Captain is still only level 122 and in Mordor Besieged, so I must have done it pretty much on level if not under level. My Guard is 126 and still in Vales, so may have been a bit over level, but he's not very well equipped.

One on one they aren't too bad, but in 85% of the cases you virtually instantly get set upon by 2-3 mobs at a time, and then 2-3 more join out of thin airl. Since two-three hits takes 90 percent of your health, this means pretty much insta-death. Back when this game was an MMO and people actually did content, it likely wasn't too much of an issue, but now that it's a single player game with a semi-active chatroom it's simply impossible to get anyway near five steps into this area.
