It’s a very steep cost when it is per character. They should definitely be account-wide, like all the other cosmetic unlocks (wardrobe slots, outfit slots etc.).

Happily I made use of the sale when they had it 50% off (or was it even 75% off) and bought almost all dyes for most of my characters as well as for my son. Since then we have some new character that we have LvL'ed up that would want some dyes too, but I will wait until prices are reasonable again. I have no issue spending money on things we like. However that does not mean I make just any bad deal. I am very concious of pricing and to get my moneys worth. Since this is just fluff in a game, some will consider it a waste no matter what the price is, but at least if it gives some enjoyment as a hobby, why not ??? But again not at any price. I agree that the standard prices are way too high for only per character unlock.
Versus a bright and colorful outfit this week, I've opted for a more neutral-colored one using some classic skins.

This appearance is the first for my Stout-axe Burglar. The Stout-axe is difficult to outfit, as the body shape tends to make most cosmetics stretch or clip.

- Head: Hat of the Concerned Elf - Great River quest reward
- Shoulders: Lesser Voice of the West Shoulder Guards - Novices' Quartermaster at Harndirion
- Chest: Braided Dress of the Spring Woods - Spring festival Barter
when white and lorien gold dyes become pale green. Unexpected, but I'm happy with the result. Makes for a unique color scheme

It would be interesting if we had a cosmetic thread for only for Non Lotr(o) characters cosmetics :P
Not a good idea. You could easily run into copyright issues. I once made an outfit for my lore master and said, this lore master is *strange*, and it was removed. Simply because it had the property to offend Marvel. Next time, I'll be more cautious.

Thought I'd have a play with the new anniversary cosmetics. I have gone for a Roman-themed outfit, with the chest, boots and bracers from the current festival, the cloak from the summer festival and the shoulders from the Yule festival. The spear and javelin are the FA versions from the Roving Threats Quartermaster and the shield is a quest reward from the Barrow-Downs. Headpiece is the Circlet of Men, from the introductory boxes all players get. Cloak has burgundy dye, and the other pieces have the Imladris Fallen Leaf dye.
Someone said it was a shame that the new pieces had the non-dyable burgundy under-armour showing, so I thought I’d try and create something that used this to the outfit’s advantage. I have had the shield sitting in my vault for ages, and this was the perfect opportunity to use it.

Edit: I do have a bit of a habit of using those shoulders and cloak, but I think they just seem to go with everything and are some of my favourite cosmetic items in the game.
Here is my stout-axe burglar, who just escaped Barad-dûr.
