I've read the chapter of Unfinished Tales you cited, but I'm not sure I see the connection to the original riddle, or the hint.
Where does it say that hill became forever silent after a king climbed it? That passage talks about multiple sounds being heard, and people conversing in whispers.
And where does it say Elessar visited?

Ah, the chapter from Unfinished tales isn't the full story. After the War of the Last Alliance, Isildur laid Elendil's Tomb there and hallowed the hill, making it silent. The steward I referred to was Cirion, who took his oath with Eorl on that hill. Later Elessar, as king, renews the oath on the same hill.

The passage says the hill was unnaturally silent, apart from the wind and sounds of animals.
