Not as if it wasn't expected, but this is just another step towards the end of the game.
Moving the servers to EU would have given the players the feeling that the game still has a future, but now it just looks like an act to not waste anymore money, as the final shutdown isn't far anymore.
C'mon, just think about the recent past:
2/3 servers closed.
Massive rounds of layoffs.
No offical responses on the forum for weeks, not even a maintenance downtime to the game for almost a month.
No more moderation of the forum, spam taking over, other players getting openly bashed (tha_jaggernaut thread in the player suggestions subforum).
Ingame GMs no longer on duty, EU players have to check US work times to know if GM help can be expected or not.
Tickets getting auto-closed as soon as people log out, even if they waited 10h for a response.
Lags, crashes, disconnects everywhere. They just tell us to send bug reports, but get never back to us about their progression of their problem fixing, just "we work on it...".
Some cool features everyone loved like mylotro or the lotteries getting axed, usually with blablabla reasoning.
Other cool new features everyone loved like Bree revamp or Lalias market were not finished or abandoned shortly after introduction.
So many promises were broken (housing revamp...).
New content is usually always buggy, laggy and faceroll. Lvl 100 players have nothing better to do than search in the very last spots of the world for a treasure cache, as the ridiculous grindig of essences and LIs is not worth the effort because best gear is usually needed mostly for PVP, which is unplayable anyway.
...i could continue on forever with this...
So, it's really no surprise we've been fooled again!
Everyone who is still defending Turbine should just think about all these facts and let them sink in for a moment...
(as i typed this, of course, i was disconnected from the game again - around the 10th time today, don't even count anymore...)

So the Brand New US Datacenter at New Jersey is running very well since 11 January, now the thoughts for the Lotro Tech Team goes to 100 Percent to the Brand New EU Datacenter in Amsterdam...or not?!? And if the 5 EU Servers goes to Amsterdam, there are less Problems with Latency and Routing at the 5 US
Servers in New Jersey...or doesn`t have Time Warner the Money to rent only 5 Servers in Amsterdam?...

PS - already ripped to HDD from YouTube, and under Fair Use (yes, I'm aware of #WTFU on YouTube, but I'm willing to kill my channel if needed) I could be very tempted to constructively criticise, and report on in a journalistic fashion (IE to review and to educate) whether you practice what you preach.
Ok I got through to the end, so my impressions:
Key was the comment from being in a start-up that failed and content that never got seen and not wanting to repeat that.
I'm getting "mothering" the team, not sure if that's appropriate.
It was the "customer is always right, but which do you listen to?" and the conviction that the players posts were effected by the wider world's problems, however we come to play to forget the wider world's issues not put up with #### in game too.
Also the idea that customer comms was purely PR and how nice people were to her on meeting and chatting vs online posts.
We've seen this with Sapience and Frelorn fans and their fawning.
To me this means she's developed a thick skin and let the complains roll off her back rather than actually take complaints on board.
The finger pointing and acceptance of mistakes is a nice ideal but constant errors really undermine the confidence of the players.
Clearly prefers Live Action Role Play to playing the game she produces.
So it's 40 people including a few interns.
Clearly a difficult job and some considerable focus on "people skills" but I not getting that she regards us as people, we are just faceless users who don't appreciate what they do for us. However given the nearly nine years we have been playing we have seen what the different teams have given us and know that we used to have engaging game play with requisite rewards for effort and time. A client and server that could handle the load of a 24 man raid.
The most revealing is how much downtime is a factor because if people aren't playing their income drops and the suits want to see if numbers are down because the cash doesn't flow, long live the STORE.
Maybe I won't log on after the maintenance tomorrow...

I've only watched the first half so far, but if she's serious about just half of what she says, then LOTRO has a good, even great, producer. Yes, the Amsterdam data center is a biggie. If there was just one thing I could choose among the major initiatives of 2015-2016, it would've been Amsterdam. I'm one of those players that were really hurt and exploited by this false promise as I started a completely new life on an EU server leaving behind 9 capped and mostly raid-ready toons.
And yet, I have the nerve to say she is a great producer, because I feel she is actually producing tangible results that correspond well to what we've been asking for. Not gonna list everything, instance clusters, raid, cosmetic weapons, killing sambrog are just a few of them.
I also think a producer is playing from the cards he or she has been dealt. If the company lacks the assets to make something happen, she can't make it miraculously happen anyway. One thing I don't agree with is the way she communicates continuing the time-honored Turbine way of deception and half-truths.
In the World Transfer, the EU Players goes to EU Server Amsterdam, i told you every day from now...Don`t forget the Brand New Datacenter at Amsterdam...
The main thing in this thread is, that the EU Datacenter Amsterdam doesn`t excists...So ask Vyvyanne, why this EU Datacenter in Amsterdam doesn`t excists....

Turbine sometimes says what what the players want to hear - not maliciously or in a butt-kissing kind of way, but perhaps genuinely wanting to make the players happy.
According to Aylwen, regarding Kate Paiz and the new PvMP map:

I think that originally a datacenter move to Amsterdam was discussed, given the go ahead, but then somewhere last Summer, something changed (most likely bad financial news) and upper management said NO (at least they did by Christmas time). The problems with the datacenter in January was the final nail in the coffin (if not the second bullet to the back of the head) of EU datacenter plans. I think Vyv and Frelorn really wanted the EU move to happen, didn't mean to string the players along, hoping things would all work out. Apparently, the final decision was made and/or they were informed of this yesterday.
Hence, this morning's announcement.
ps. On the other, if Maartena is right, and they planned this for several months (building a datacenter to handle 10 servers instead of 5 actually began last Fall, and NOT last month), then as I wrote elsewhere last week:

I believe the Infinite Crisis servers were located in New Jersey and Amsterdam. After IC shut down they were probably going to switch lotro to both locations but I guess WB had other plans.
Also looks like DDO is moving to jersey after lotro's problems are solved. That might be a while.
