This cosmetic still drops around SoA regions, for multiple purple and yellow helms. Sadly I can't think of any specific boss drops that have this look, just random ones.

But...the roving threats are not special spawns. They respawn like normal mobs in their allocated spawn point for the day. If people keep killing them you'd have an announcement every 30 seconds...
