It would allow creeps to get gear for their freeps, so my guess is nope.

Apart from it being nearly impossible to properly test 1v1s as the F2P access is bugged, my thoughts are as follow:

Decrease in DPS, bleeds and direct
Increase in creep defences made fighting BAs...
