You would be using that 20% to catch up on dps because you ended up wasting so much time waiting for procs and large numbers for most of the fight.

The stacking of buffs on skill use with tiering down would work better imo otherwise every time you move, you lose precious dps building back buffs. Some have commented on how much ooc burst hunters...
