It's a new housing area just north of "High" Sundegrot. You can climb close enough to get a "Homesteads" name from Lydelby. Garan's Terrain Map Plugin shows it occupies the valley's and cliffsides...

You have to play the Fornost instances in order to get the hilts. That's one of the reasons its marked as a Fellowship quest. The hilts drop from the bosses in the instances.
