Try using most LM skills without your staff equipped. Sure seems to me that LM's 'magic' is tied to their staff.

As of the latest update, you can again barter for Dwarf-iron fragments in Skarhald. However, it is now the craft barter merchant that performs the barter.

As the other posters have noted, the situation, your playstyle and other conditions should guide your decisions.

The thing is, I see no point to this change. Motivating Speech was a duration skill initially. I forget the duration but IIRC it was on the order of 30-60 minutes.
