As far as I know, that only toggles my character name (which is always off when I log in), not NPC or item names. I'll pay closer attention next time I do it, maybe something was changed.

I think the game has regressed then, since I never had trouble in Angmar before. The previous zone (east of Esteldin) always had rubber-banding issues but I haven't seen any of that yet.
