i can't find the speed in the tooltip of any weapons. How do i figure out a weapons speed?

So far in this game, from what i've found, medium armour is better then light armour. More defence, better stat increases etc... Is there a reason to ever equip light armour? Thanks.

Are the Rep items bind on acquire? Or could I buy the items from another player?
