In PvE it is a terrible change as well, the only self heal being tied to the battle ready opener will is awful
If this change sticks, Valiant Strike should be the second opener in blue again.

WoH and Rousing Words is all the group healing RK has in total
So outside the ~5s every 20s when you can cast RW you only have WoH

This is unfortunately very awkward to use, please consider changing Valiant Strike to 2 skills with a shared cooldown. One has the stronger single target heal, the other the weaker fellowship hot....
