I might be wrong, but I'm pretty sure Commander Hoshkhor is a small fellowship quest, so you would need to be well geared and very good at playing your class to take him on alone.

The Overcapped traceries means I get a lot more stats than I should, which makes it tricky...

When the new LI system was released there was several bugs, two of these were "fixed" by needing a reforge, the level scaling for Epic Battles, and the overcapping of Traceries.

Question: Now that we have token-boosting Universal Toolkits, when will we see a XP-disabling version of the Universal Toolkit?

This is the same for all non-scaling instances as of the last beta. No drops in Isengard/Roots of Fangorn either.
