I feel your pain. HD was rushed out the door full of game breaking bugs and endgame is anything but fun.

I backtracked and found the last NPC hiding in the basement in Stoke. I accepted the quest and my journal was restored with the missing books.

Good to know I am not the only one unable to complete the instance! First time for everything.

I forget to mention my completed quest log was restored with books 10 thru 12. How the restoration took place is a mystery! I completed book 12 and have started book 13.

I called Technical support but they were unable to help. Using your example I backtracked each quest in Book 12 and found the NPC of interest. The guy hiding in the basement!

Sorry for confusing you but I completed Book 10 Wildermore and gained kindred with People of Wildermore. I was working on Book 12 but I'm not sure as U13 removed all of Volume 3 after Book 9.

The boosts are account bound. I guess store items that are character bound are indicated.
