fixed it myself. there is a directx9 installation executable in the lotro installation map which i ran and now its working again. no idea why it didn't work, no idea where or what files it installed...

you should just do the Moria prologue then once you are at the right level(starts at Echad Dunann in Eregion), you'll get an LI automatically through the quest, plus you'll learn how they work.
