What is best for hunter, -4% induction or +10% dev mag ???

The cloak with devastation only triggers when you take damage. Certainly more interesting for a melee but maybe interesting for range DD too.
Personally I will wear the one with -4% application delay, because I intend to test the set with -10% application delay
(I already have the red one with 3 and 4 bonus) this combination would be also interesting
Yellow and Blue Set:- 10% attack speed combined with -10% application delay (3/3)
