    Beorning debuffs broken?

After some failed attempts to debuff HoR boss 2, I did some testing on Beorning debuffs only to find that they apply a mere 25% of their stated value.

"-10% Outgoing Damage" from Slam results in -2.5% outgoing damage from both physical and tactical damage.
"-20% Melee/Ranged/Tactical Damage" from Piercing Roar (Blue Line) only gives -5% from both physical and tactical damage.
"-40% Melee/Ranged/Tactical Damage" from Piercing Roar (Yellow Line) only gives -10% from both physical and tactical damage.

    Compared to Burglar:

"-10% Tactical Damage" from Addle gives -10% tactical damage.
"-10% Damage" from Disable gives -10% from both physical and tactical damage.

    And LM:

"-15% Tactical Damage" from Frost Lore gives -15% tactical damage.
"-17.5% Physical Damage" from Fire Lore gives -17.5% physical damage.

    What gives, Devs?

They apply their stated value, they just happen to be mastery debuffs rather than a multiplicative multiplier. Bosses generally have rather high mastery so it's not that big a reduction overall.

Only burgs/LM's/Champ (the -30% taunt) debuffs are multiplicative, every other damage debuff is a mastery reduction.

I don't know if that can be considered "stated value". Slam says -10% damage, not -10% mastery rating. If that's the case,it should state that it's a -mastery debuff like a LM's Deep Freeze debuff.

A 10% mastery debuff comes out to be exactly 2.5% damage debuff every time. That would mean that every mob has 400% Physical/Tactical attack damage for some reason.

And while Slam has different wording, Piercing Roar at least states -Tactical damage exactly the same as Addle/Frost Lore does. The same wording means two completely different things?

Something needs to be fixed, either the tooltips or the debuffs.

yes, the tool tips are wrong. but these tool tips have always been inconsistent in regards to wording (across all classes, not just beorning). although they have recently fixed the wording on TH, so there's hope that they will continue fixing more tool tips
