What does the vulnerable effect mean?

What the heck is the vulnerable chance? I cannot find a description anywhere.

Also, does a trait guide exist yet like for the other classes on LOTROHQ?

I'm trying to make a build for landscape brawler, but I'm lost.

Vulnerable is a debuff that increases the enemies incoming damage by 1%. There are no skill interactions with this debuff.
