Rally cool ddown

A simple question (hopefully) my Rally in combat raise is far too long to be much use in an instance at 7 minutes. Is there a way to shorten that and if so how do i do it ?

So what level are you?

U can reduce it to 2m30s with the golden tracery for your LI item.
Besides that 7m30s is the lowest you can get without the tracery, just with the trait.

The standard Rally cooldown is 12minutes 30seconds.

Being in Blue (and spending a total of 30 trait points) reduces this by 300seconds => 7min 30s. The teal tracery for your LI will reduce this by a further 300s => 2min 30s. The Gold Tracery will reduce this by a further 30s => 2min cooldown.
