Looking at making top tier instruments and only seeing 131 for level 140's. Is this right?

Have to admit, I haven't looked at tools in years. It got to the point where we needed rare items to make new ones that barely increased speed and crit. It wasn't worth it.
Now they have the automatic crit items from the weekly (semi-weekly?) task wrapper quest.

Yes, I have all the Gundabad recipes, all yield lvl 453, minimum 131.
