Journeyman Riding Trait Has a Very Small Effect

I find that 'Journeyman Riding Trait' has a very small effect

When Testing this at the The Shire Race Track with "Smell the Roses" turn on and off, using /played to keep track of time. I find that it only has a small difference (4-6 seconds) when traveling around the track.
Considering the cost I was hoping for a more noticeable effect

Can this effect be increased (e.g. actually be like 16%, or better) so it feels like a difference in speed?

Best to compare it by riding next to 62 and 68 speed horses on a long stretch of road as no way to guarantee traveling same distance/jump height/distance on race track. We don't fly past other horses as both of us might like, but it is worthwhile faster imo as after ride at 78 speed for some days so it becomes usual feeling then switch to 62 speed it feels like crawling thru mud.
