We already fight Nazgul in game. Check out Epic vol 1 bk 5 for instance.
We cannot however fully destroy them, only temporarily defeat them. That's unlikely to ever change, since it's locked in by the lore.
And yes, their Rings are no longer with them in any sense. Sauron holds onto those. The wraiths don't need and couldn't use the Rings anymore anyhow as such, since their transformations are complete.
And JeanCarlo's explanation is correct. Though the Nazgul have Rings of Power, most of Sauron's servants do not. Carguls for instance are made by corrupted wounds from sorcerous (morgul) blades. As Amdir went, so too Frodo nearly did.
There shouldn't be any expectation that players will ever at any point possess Rings of Power. That's almost certainly never going to happen. Most of epic Vol 1 is about how a single (very minor) Ring of Power forged by some little-known elf maid nearly destroyed all of Eriador. We're not going to get our hands on those.
