Rep items operate like moral/power pots. click on the item in your inventory and it gives you rep.

The reputation system has changed so that now you just click on rep items and they will instantly grant you the appropriate rep.
I have a confusion with the Moria rep items which used to work for both factions. Anyone now how this works now?

If you mouse over the item in your inv, it tells you which faction it goes to (Iron Garrison Miners or Guards). For instance, the worn dwarf carvings go toward the guards while the crystal lamp fragments go toward the miners.

I don't think the functionality is a bug (i.e. right-click the item for miner's rep), but I would hope that it is a bug if you cannot barter/trade old existing rep items for Guard's rep. items. It would have made more sense to create an entirely new set of rep items for guards & miners and then add a barter npc that would allow players to trade existing items for one or the other faction.
Very often I hold onto all rep items while I go through an area and them use them once I'm ready to move on. I've got quite a few stacks of moria rep items I was planning on using to max guard's rep when done on a couple alts for the legendary trait, but if they are only usable for one I really hope it's guards and not miners. If it were Miner's I'd definitely say that's a bug of some sort.

Here's a great example of why the choice of faction that we've always - for these existing Moria tokens - had needs to be restored. You choose Guards, I choose Miners. Guard faction is so easy for me to get, and I value it little. Miners rep is more difficult/takes longer, and it's the one I want. Why the devs would suddenly, and without warning, auto-choose for us boggles the mind. Especially when two new rep items could have been added, and allow us to exchange the old items for the new.
'okay i gottta say that making twice as many Moria rep items, new kinds for Miners and old ones are for Guards, is cool since we just click and use, but um, if we were saving them for future Alts, it now take twice the space'

The problem with Moria faction now is that there are 3 Items that give Miner faction and only one that gives guard faction. Cracked Etchings (50 pts), Crystal Lamp Fragments (700), and Broken Engravings for Miners (30), and only Worn Dwarf Carvings for Guards (30). I hope they fix this soon.
Edit: Ok finally found a Pure Crystal Lamp Fragment (700) for Guards.
Edit II: And now I have found a Cracked Dwarf Tablet (50) for Guards.

Okay, I was saving rep items for Iron Garrison Guards and now those items are default Iron Garrison Miners rep items. Color me Ered Luin Blue, the color of deep sadness.
I intended to get reputation with both factions but I was focusing on the Guards.
All in all I'm pretty happy that I don't have to hold onto lots of stacks of rep items until I get to the magic turn-in number but this Moria thing takes it from "oh, this is SO cool" to a moderate "oh, that seems nice."
I guess I'll go kill something in Moria and see what happens. Have fun, Stay safe.

What worries me about the changes to the reputation system is that is has now become too easy. As an experiment, I passed a Dourhand Crest which my high level character obtained by killing a mob in Sarnur to my level 7 Burglar (fresh out of the intro) and he was able to cash it in and gain rep with Thorin's hall. Should this be allowable I ask? What happened to the level restrictions. Surely they shouldn't have gone. I also wonder whether this was a good business decision by Turbine. IMHO people (and I was certainly one of them) buy the quest packs in order to do the quests to gain the reputation with certain factions. If you can just buy it on the AH or be given it by an alt, then perhaps quest packs will now not be bought so much and their profits will go down. Think on this Turbine.
Color me another irritated player who tends to save their items and turn them in at once. I have 20 Lamp Fragments for Iron Dwarf Guard (and am almost kindred), suddenly they only apply to miner? I submitted a bug report -- taking away what is in effect 20k Guard rep (for 20k miner) isn't very exciting for me.
I am very, very sad. I have 44 crystals saved up for my legendary trait rep with guards and now they are useless. This is one of the biggest epic fails I have ever seen in a game.
