You'd find Numenoreans represented purely only in the ruling houses of the North and South kingdoms--and as there isn't one in the south, that leaves Aragorn and his closest relatives. Best you're going to get for a Numenorean is to choose Gondor as your homeland.

We know that men and elves are genetically compatible. I wonder if any other races have combined to produce an off-spring.
Personally, I give little credence to the rumor that Aragorn has recently been seen in the company of a Goblin princess.

I stand to be corrected, but Orcs are meant to come from elves that were captured very early in the first age and corrupted by Melkor (or were they created 'from scratch' and just in mockery of Elves? It's been a while since I read the Silmarillion)
Are half-orcs the offspring of orcs and men? Or Orcs that just happen to be more human-like but still created by evil magic? Are the only half-orcs the ones created by Saruman or do they appear elsewhere in Tolkien's lore?
There's certainly some reason to speculate that hobbits are a branch of Man, and thus are likely to be genetically compatible. But I don't think that speculation about such matters really fits the tone of myth that Tolkien was setting out to create.
Elves cannot do that but Half Elves can as per Tolkiens work. Elrond and his brother Elros were both Half Elves and Elrond opted for his Elven lineage whereas Elros opted for his human lineage and was the start of the Numenorean race. Thus Arwen also being considered a half elf had the choice... :-)
This, and even the Dúnedain of the North (Aragorn's lineage) are no longer pure (just a lot moreso than the Men of Gondor, save perhaps Imrahil's line.)
Dúnedain or High Elves as playable races? That all depends on the prevailing attitudes towards balancing. Both of these would inherently be more powerful than the other player races, which is why to date we have not introduced them (as many LotRO old-timers could also tell you...this is a discussion that came up very early after SoA release.)
