Not this particular contest no. You can enter the Fashion Week screen shot contest however where the prize is Turbine points.

Because the Blu Ray is a physical item and laws vary wildly from country to country (and the discs we have are all NTSC North American coded), it's unfortunately impossible to offer some contests to all countries. We try to make them the exception, however.

Is it not possible to offer an alternative prize withing the same contest for EU residents? I know competitions like this are not the norm but imo I think you would be better not running the competition at all rather then alienating half(and probably more then that....) your player base.

Unfortunately it is not. Alternate prizing actually makes the legal mess worse from what I'm told.
