Call to Greatness, and a mechanics question

I had this crazy idea, but I am unclear if it will work or not.

The Call to Greatness skill has different effects depending on the class it is used on. I had an idea as to how to implement a similar version as a mob skill, by having specific effects on particular mobs. When the mob is targeted by the skill, the effect already active is triggered by that particular skill.

In other words, using a similar mechanic to what I call "On X Damage, Execute Y", but replace X Damage with a specified incoming skill (which would be similar to "Call to Greatness").

Does such a mechanic exist within LOTRO currently?
One less Orc in the world is a good thing, and one less leader among the Orcs is a great thing.

I don't think this mechanic exists in the game currently, but we're technically able to do it. The way I'd want it to work is by categorizing the mobs based on Genus. So if you used this skill against an Orc, Goblin or Pale-folk, it would have the same effect.

So, do you mean something more like a skill or aura which targets a specified mob Genus? That kind of reminds me of the auras some Nameless mobs used in the Foundations of Stone, which debuffed specific players based on their character's race.

    Pale-folk are Man-kind, not Orc-kind, aren't they?
