Looks like it's back. I went into the Festival Arena, and the quest-giver did indeed have the quest to offer. This is good news for many I think.

They probably just forgot to turn it off again after the maintenance. Take advantage of it while you can!
If you give away gold bars, someone will complain they're too heavy.
