Your account is upgraded first time you make a cash transaction. Simply using points acquired in game is not considered a purchase for the purpose of account upgrades.
You do not need to purchase a points card at your local retailer, you can purchase points directly via the LOTRO Store.
Consider to sub for a month. Gives you way more incentives and is not that much more expensive. There are numerous threads about the difference between vip and premium and what you are going to keep once your sub runs out. The only disadvantage I would say - if there is a sale on quest packs you can't buy them while you are vip. But those sales return anyways.

The least expensive (single) transaction to upgrade to Premium status is to buy the $6.50 pack of Turbine Points available from the LotRO Store.
You can also redeem a Points Card from a local retailer, or buy any one of the larger Turbine Points packages from the LotRO Store.
The distinction is this:
Spending Points just means you spent points.
Buying Points gets you Premium.

Another possibility, if someone wants the biggest bang for the cheapest price, is to find a box copy of the original game, Shadows of Angmar, which should run about $6 too and not only makes ya Premium but actually gives ya 30 days VIP time including the 500 VIP TP. SoA code won't work though if the player already bought the Moria expansion.
So, as long as they can get the original for cheap enough, this turns out to be a better and cheaper deal than simply buying a TP bundle.

Don't do this as it would be a waste of money.
You can get a boxed copy of moria in stores online for $10-$20 which comes with the moria quest pack, both classes, i think 2 extra slots, 30 days of vip, the 500tp from the month of vip. Once the vip ends you get reverted to premium and keep fast travel as well as all bags and whatnot on characters you used during that time.
Only, buy SoA for time if you can get for less than $5, otherwise it's not worth it, just use the money towards a boxed copy of moria.
~$6 for 500TP and 30days VIP? SoA is still a good purchase if you haven't applied a Moria Code yet.

If you read the post I quoted you'd see I was replying to the "cheapest to go Premium" comment about $6.50 for the cheapest TP bundle.
Which of the items below is the best value for the cheapest amount?
$6.50 for ~400 TP and Premium status
~$6 for 500 TP, 30 days of VIP, Premium status afterward w/permanent perks from VIP
~$10-$20 for 500 TP, 30 days of VIP, Premium status afterward w/permanent perks from VIP, and Moria expansion content
So, while you are correct that overall the Moria expansion has better perks, and would be the best option if someone only wants 30 days VIP time or if they only want the Moria expansion, but it is not the cheapest way to go Premium.
Not only that but the original SoA code can be used first for 30 days VIP time and then the Moria box code can be used afterward for another 30 days VIP time. Getting and using both is considered by many to be the best way to start off as a new player since you're essentially getting 60 total days VIP time for only $6 more than just the Moria 30 day box alone.

Do keep in mind that the SoA and MoM VIP time can stack - buy both (if you can find them), then use the SoA code _only_. That gets you 30 days of VIP, which includes all the pre-Moria areas (for that 30 days - the rest of these benefits are permanent), gets rid of the gold cap, gives you the full 5 bags, full access to Auction House and removes the limits on tells. Work your character(s) up, then when you're ready for Moria, add the MoM code for another 30 days of VIP. Note that this only works if you use the SoA code first - as noted earlier in the thread, the MoM code makes the SoA code useless.
Good luck in finding the boxed version - there are a few still out there, but not nearly as many as before. GoGamer put the old SoA boxes up for $1 for a day a while back - they have some at $10 + S&H now, which are IMO not that great a deal.
