Pretty certain this was fixed a long time ago. I was able to complete the quest line after the fix went in.

I hated this quest line too. I was only able to complete it by checking out a wiki to get the locations where he gives the quests. If I had not done that it would have been impossible and I would have just given up on it. I am truly grateful to the wiki, have used it so many times because a lot of stuff in this game is vague, confusing, and impossible without some help.
