I really just have to agree with everything that's been said here. I seriously don't understand why Turbine continues to release buggy content after buggy content. As a LOTRO fan and a hardcore raider, I would stopped playing this game YEARS ago if I wasn't a lifetime member.
I Beta tested for Turbine a couple YEARS ago (back in Moria) and still ran into the issue with Devs ignoring my bug reports. Don't ask players to do free QA testing if you're not going to listen to them. If you treat the people who pay you like that, I'd hate to see how to treat the people you pay. Since then I gave on trying to help Turbine Beta test, I feel like it's completely futile. Especially when new content is constantly and reliably bugged. In game I always make jokes when something comes out live and I ask, "Ok what's broken now?". Except now they're not jokes.
It's becoming predictable and sad Turbine. We know you're better than this.
In a direct response to the OP, if you're going to bring down a raid (that is actually a sad excuse for a skirmish) whose completion is required to get the new endgame/raiding gear then you'd better darn well get on it and get it up in weeks, not months like I'm used to. I could go on, but people before and after me will do that for me.
In closing: get it together Turbine. I don't understand how you expect people to pay for this horrible service. I know I don't, and I wouldn't if I had to. You're better than this, your past content shows that. Oh wait, most of that is bugged/broken too. Hmmmmmm...

I think turbine are having more issues making the raid harder, i personally didn't try it but i'm almost certain a tank/heal/champ group could 3 man it on T1.
without lore-masters to prevent the stun fest I doubt it.

At least put a view of the Lonely Mountain in the distance while the instance is still down, otherwise this has nothing whatsoever to do with the Lonely Mountain. Name any instance in the entire game and I could spin a story about it that somehow relates it to the Lonely Mountain at least as well as your story does. There isn't even a glimpse of the people we are supposedly saving. This instance was a half-effort flop and I'm certain that developers can see that fact. Put in a view of the Lonely Mountain and I think many people will grin to see it.

The instance has been down so long now its obvious they have no present plans to fix it. Why don't they just exclude the Flight deed from the instance deed so we can barter our armor. Seriously.

We'll 20 days now and no eta. I agree they should just auto grant the deed, of course that will prolly have a bug as well. Working "hard" on a bug for 20 days without any progress or update on progress is par for the course. Of course since the bug was reported on BR, I guess they knew about it longer than 20 days. Draig is still bugged, but at least he is available in all his buggy goodness. When you gate something with an instance that is not available, I'm surprised the QQ hasn't been louder.
When can we expect a refund for a broken product that has not been fixed nor any updates indicating when it may be fixed?

I share your frustration. However, you can't get a refund by asking on the forums.
If you recently purchased the Rohan instance cluster separately in the LOTRO Store, Account Support might (no guarantees) be willing to remove it from your account and refund your 1495 Turbine Points.
However, if you purchased the full expansion, you've already received most of the benefits you've paid for. To make a comparison, if you paid for a magazine subscription 10 months ago (I know, nobody does this anymore), you shouldn't expect a refund when one story from the March issue gets pushed back until April.
Perhaps you paid for the subscription because it was a good deal at the time and you were really looking forward to that story in the March issue. In that case, the lesson might be to wait until an issue is on the newsstand before you buy it next time.
Personally, I don't plan to pre-purchase services from Turbine again in the future, no matter how good the deal appears to be. There have been so many delays in delivering the service at this point that it seems more prudent for me to wait for it to be available and stable before I pay for it.
I agree with this. I only got RoI once it's instance cluster shipped, but I bought RoR in November before either of it's two instance cluster updates went live. I don't think I'll do the same thing with the next expansion. I won't say I won't buy cause as long as the game is moving forward to Mordor I think I'll be along for the ride, but I'll just wait until everything that I pay for is available and working.
I can only agree with the sentiments on here.
Three weeks is a long time, so either the problem is very serious or turbine aren't taking the problem seriously.
Either the way the closure for this long is not good enough for the player base, a lot of people are missing flight for their armour sets, myself included for the greater set. I perhaps wouldn't have minded if this happened upon Rohan release, but we have already had to wait months for U10.
Not happy about the situation but some sort of update would go a long way to helping the situation.

Can't really say more than what everyone else already has, but I know for myself and for a kinmate that we have been furious at the fact that no matter how many raids we run, we still cannot barter for anything. It's gotten to the point that we log on for Kin raids, then leave for another MMO just to try to not think of the frustration. I really hope Turbine reads these replies and takes the deed gate off the barter items. Take your time fixing it, but don't keep it from letting us continue the game and further our characters.
Take gating away for T1 is fine with me but T2 I disagree. T2 should be earned the hard way. Also I don't get why Turbine is so silent about when this raid is coming back. It's just bad communication.
Almost a month later and it's still not back. I find it very hard to believe that they have not found a way to fix the issue in this amount of time if even ONE person was delegated to the task. Not even an update in 2 1/2 weeks.
The sad thing is we, as customers, have no recourse but to sit and wait. Turbine is really on the verge of being a total sham company imho.
Turbine basically feels like a dog and pony show except the pony died and the dog is an invisible dog on the leash being led around by sapience, who every once and a while will comment on how the dog is doing.
We as players just want real communication and real solutions.
One of the best posted solutions was to make each instance unlock 2 pieces of armor allowing people to get their 4 sets.
Instead absolutely no communication and no solutions....

This actually WAS the case during a couple of the earlier beta builds in bullroarer for U10. Still not sure why they moved away from that, and I don't recall ever seeing any official word on the reasoning; I suspect it had something to do with the way they were setting up the deed gates to prevent you for getting access to the armour when completing the raids at level 20 instead of 85. *shrug*
That said, with Flight scheduled to be brought back up with tomorrow's downtime it will no longer matter too much.

To make Bells of Dale work right now, just have everyone stand outside of the gate to the boss. Then have someone aggro the boss and run outside the gate to reset the boss. Once the boss is reset your challenge quest will re-bestow and if you successfully complete the challenge you'll get your seals.
